## Summary

The South & East Lincolnshire Councils Partnership (SELCP), comprising Boston Borough Council, East Lindsey District Council, and South Holland District Council, has completed a comprehensive procurement process titled "Key Sector Studies". The aim was to commission research to inform future economic and spatial development strategies for each council region. The buying organisations, primarily Boston Borough Council, have collaborated to enhance services and investment, completing this procurement at the award stage with AMION CONSULTING LIMITED as the supplier. This open, below-threshold competition involved various lots assigned to different district councils, focusing on research and consultancy services. The contracts were signed on 24th October 2025, with services scheduled from 3rd November to 10th December 2025.

This tender represents a valuable opportunity for consultancy firms specialising in research and development services, particularly those with a focus on strategic economic development planning. With an emphasis on exploring both existing sector strengths and potential future sectors, businesses engaged in economic analysis and consultancy will find ample opportunities to support regional growth strategies. The procurement process encourages participation from SMEs, ensuring diverse participation in fostering sustainable economic development across the regions of Boston, Spalding, and East Lindsey. By aligning sectoral growth with spatial and infrastructure planning, the study aims to drive higher-value, sustainable growth within these communities, creating a robust platform for business expansion.

## Notice

The South & East Lincolnshire Councils Partnership (SELCP) was created to improve services, investment, and value for the community. It consists of Boston Borough Council, East Lindsey District Council, and South Holland District Council. These councils work together to be more efficient, secure funding, and tackle important issues while keeping their own decision-making powers. The Partnership is undertaking a coordinated procurement exercise to commission three distinct sector studies. These studies will inform future economic and spatial development strategies within each Council region. The purpose of these new commissions is to identify and assess other existing sector strengths alongside emerging and future-facing sectors that could unlock new economic opportunities, helping to diversify Boston, Spalding, and East Lindsey's economies and position each area for long-term sustainable and higher value growth. This work will also play a critical role in informing future spatial development strategies for Boston and the wider Borough, East Lindsey, Spalding and the wider South Holland District. By aligning sectoral growth with spatial planning and infrastructure development, this study will help ensure that the economic and physical regeneration strategies are mutually reinforcing in each Council region.
