## Summary

The Education Authority in the United Kingdom has awarded a contract titled "Targeting Operating Model (TOM) Review, Definition & Implementation" within the IT services sector, specifically covering consulting, software development, internet, and support. This services contract, associated with procurement method "limited" and issued under the CCS G-Cloud 14 framework, originally spanned from 6 January 2025 to 31 July 2025. However, an extension has been applied until 31 March 2026. The contract's total value has been adjusted to £149,218.75 following a necessary modification of £30,000 to accommodate unforeseen additional services. The procurement is categorised as 'services' under CPV code 72000000 and was awarded to 6ByThree Digital Limited, based in Winchester, UK.

This tender offers robust business growth opportunities, especially for SMEs adept in IT services, such as consulting and implementation models. The modification option indicates a continuous need for IT services, accommodating businesses that can offer flexible and comprehensive digital solutions. Companies with experience in handling targeted operating models and IT service management stand a favourable chance in future collaborations or similar tenders, given the ongoing requirements of the Education Authority. This procurement, by omitting prior publication of a competition call, presents unique opportunities for businesses to engage through established frameworks like G-Cloud.

### Lot Information

Lot 1

Provision of Initial and Follow-Up ITSM Implementation phases and Target Operating Model Definition and Implementation Services.

Options: Contracting authority retained the option to extend the period of this contract beyond it's initial term. Contract extended until 31 March 2026.

### Procurement Information

This contract was awarded as a Call off Contract via CCS G-Cloud 14 framework. The contract was initially awarded for the period 06.01.25 - 31.07.25. EA have used the extension option available within the call off contract to extend the contract until 31.03.26. The original Call off Contract awarded value was PS119,218.75. EA intends to modify the call off contract to increase the call ff value by PS30,000 to a total of PS149,218.75. The modification is justified as additional services are required that EA did not foresee when establishing the contract and to change provider at this time would cause delay in terms of managing a new procurement. The additional PS30k value required is 25% of the original contract value and well below the 50% threshold. Regulation 72 (1) (b) applies. The regulation states: (b)for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor- (i)cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement, (ii)would cause significant inconvenience or substantial duplication of costs for the contracting authority, provided that any increase in price does not exceed 50% of the value of the original contract.
