## Summary

The London Borough of Hackney has engaged in a public procurement process to establish a framework for healthcare-related substance use services, under the Provider Selection Regime (PSR). The tender aims to deliver health services through culturally sensitive substance use support across various demographics, including Black, South Asian, Jewish, Gypsy Roma Traveller, and other minoritised ethnic communities, as well as bespoke interventions for individuals rejecting core substance use support. This framework is structured with 13 distinct lots to ensure targeted support and diversity of services and is set to commence on 1st April 2026 for a period of four years (2+1+1). With a maximum funding limit of £11.2 million across the framework, the awards were recently finalized on 5th February 2026, and the contracting stage is complete, focusing on leveraging partnerships to address health inequities in Hackney.

This tender represents a significant business opportunity for organizations specializing in health services, particularly those with expertise in culturally diverse and sensitive service delivery. Companies with a strong track record in tailored interventions for varied demographic groups could see substantial growth potential by aligning with the framework's objectives. The procurement employs an open procedure, prioritizing quality over cost, making it an ideal environment for businesses that excel in delivering high-quality, impactful health services. Engaging in this framework could position companies to expand their influence and presence in the public health sector, contributing toward sustained community health improvements in the Hackney region.
