## Summary

The West Midlands Combined Authority is in the planning stage of a procurement process titled "Electric Vehicle Chargers with Solar Panels - Whitlock's End." This initiative is linked to the industry category of electrical installation work and services, with a focus on sustainable energy solutions. Located in Whitlock End, a Park & Ride site in the West Midlands, the project involves installing Electric Vehicle (EV) chargers powered by solar panels to support the transition to net-zero emissions in the area. Key dates include a deadline for market engagement responses set for 30th September 2025, with the communication of future notice expected by 15th January 2026. The procurement process involves a public-private partnership model, requiring suppliers to match around 64% of the asset installation costs.

This tender represents significant growth opportunities for businesses specialising in EV infrastructure, renewable energy solutions, and electrical installation services. It is particularly suited for SMEs and VCSEs capable of demonstrating technical and commercial competencies in the supply, installation, maintenance, and operation of EV charging solutions under a concession contract, potentially extending up to 15 years. Companies experienced in managing grid connections and data reporting will find this project an opportunity to contribute towards sustainable energy goals while engaging in a substantial long-term public-private venture within the West Midlands area.

## Notice

Project Overview This project is a key step to support the WMCA in delivering the West Midlands' transition to net zero, reducing transport emissions, and ensuring equitable access to EV infrastructure across all communities. It aims to help accelerate the rollout of Local Electric Vehicle Infrastructure (LEVI), particularly targeting the existing Park & Ride site at Whitlock End. This project aims to deploy innovative, accessible, and scalable Electric Vehicle (EV) chargepoint solutions, with a focus on public engagement, data sharing, and long-term sustainability. It is likely to include the supply, installation, maintenance, software integration & data reporting of: * 12 double socket 7kW EV chargers and * ~400kW solar canopy (or ~100kW alternative, if the 400kW is problematic) power supply Location A link to proposed site can be found below: https://www.google.com/maps/place/Whitlocks End Park and ride/@52.3911542,-1.8512999,19z/data=!4m6!3m5!1s0x4870b9ef97ff1943:0x7f1320bf59f898ff!8m2!3d52.3912608!4d-1.8511319!16s/g/11kk4w2_wd?entry=ttu&g_ep=EgoyMDI1MDcwOS4wIKXMDSoASAFQAw== Commercial Model & Funding It is planned that this LEVI Pilot will operate under a public-private partnership model, combining central government funding with local authority contributions and private sector investment. Suppliers will be expected to provide match funding, anticipated to be in the region of 64% of the total costs of assets installation, and demonstrate commercial viability to operate and maintain the assets under a concession contract of up to 15 years. Technical & Operational Requirements It is anticipated that: * The successful supplier will meet the OZEV & PAS 1899 technical standards & specifications. * The successful supplier will manage the grid connection process to completion. * Data sharing and reporting are expected for the first five years of the contract.
