## Summary

The Rail Safety Standards Board (RSSB), located in London, is undertaking a public procurement process at the planning stage, with a focus on improving accessibility and safety at the Platform Train Interface (PTI) across the Great Britain rail network. This procurement is categorised under research services, aiming to address challenges in boarding accessibility for passengers with mobility issues. The contract is expected to run from 26th November 2025 to 25th September 2026, with a gross budget of £252,000. The key milestone includes a preliminary market engagement notice with a due date of 19th September 2025. This initiative invites input from suppliers to shape two research projects that will enhance PTI accessibility standards.

This tender offers substantial opportunities for businesses experienced in research services to contribute to vital improvements in rail safety and accessibility. Companies specialising in transport infrastructure, human factors, and accessibility solutions are well-positioned to benefit. Participation in this project allows businesses not only to showcase their expertise but also to potentially influence standards across the rail sector. Engaging in this contract could enhance a company’s profile within the public procurement landscape, providing a pathway for further opportunities with the RSSB and similar organisations.

## Notice

The range of stepping arrangements at the Platform Train Interface (PTI) on the GB network presents issues for safe and independent boarding across the GB rail network. Variations in platform height, train floor level, door opening treadplates and platform curvature create vertical and lateral stepping distances that present accessibility as well as safety and operational challenges, particularly for passengers with reduced mobility or other access needs. These challenges also affect dwell times, operational performance, and passenger confidence. While previous research has provided valuable insights into PTI geometry, human factors, and accessibility implications, the industry still lacks a useable classification system that links physical PTI geometry measures to accessibility levels. An evidence-based framework is needed to guide cost-effective interventions and prioritise investment in boarding accessibility. To address this gap, RSSB together with NR System Operator is scoping two complementary research projects. We are seeking supplier input into the scoping activity underway.
