## Summary

The procurement process for the "St John the Baptist Primary School - Phase 2 Temporary Building" contract, spearheaded by Stockton on Tees Borough Council, has reached completion. Targeted within the industry category of modular and portable buildings, this contract is part of a larger initiative to accommodate special needs children temporarily. Located in Stockton on Tees, in the UKC11 region, the direct award from the NPA framework took place without a prior call for competition, falling outside the directive's scope. The contract, valued at GBP 220,200 and awarded to Portakabin Ltd, was signed on 22nd August 2025.

This tender represents a significant opportunity for businesses specialising in modular construction and temporary accommodation solutions. Companies capable of providing high-quality, efficient space solutions for educational purposes would be well-suited for such projects. Opportunities exist for growth through partnerships and collaborations with regional authorities like Stockton on Tees Borough Council, highlighting the potential for businesses to engage in similar direct award frameworks within the public sector.

## Notice

Temporary classrooms are required to decant children from the existing school building to enable a larger piece of work that is proposed, to undertake refurbishment and re-modelling on this school site to create a dedicated wing of accommodation for special needs children. This additional temporary classroom is required for 52 weeks to accommodate 2 no. year groups of children temporarily whilst work is undertaken on the main school. Growing and changing demands for SEND places and a requirement to fulfil Statutory duties under the Children & Families Act 2014, led to a decision in September 2024, to open a 24 place SEND unit for children with communication and interaction.
