## Summary

Southwark Council is inviting tenders for a Reablement Service contract, with the procurement focusing on the health and social work services industry. The geographic focus is London, specifically in the UKI44 region. As of 9th September 2025, the tender process is active, with an expression of interest deadline set for 8th October 2025. The service is expected to be fully operational by 2 November 2026 and will run for four years, with potential extensions of up to four additional years. The contract value is estimated at £13.6 million, and the procurement method employed is a Competitive Flexible Procedure, which includes a PSQ stage, tender invitation, and presentation stages.

This tender represents a substantial opportunity for businesses specialising in health and social work services, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) given the suitability criteria. The potential to be involved in a sizeable £13.6 million government contract can significantly foster growth and expertise in service provision. Businesses with experience in managing reablement care services and a willingness to accept the transfer of existing care packages stand to benefit the most. The opportunity is structured to ensure continuity of care, providing a stable contractual environment for businesses ready to support vulnerable communities through skilled service delivery.

## Notice

The Council is seeking to award a single Contract to the successful bidder as part of this Procurement and it is anticipated that the Contract will be fully operational by 2 November 2026 (this may be subject to change) and will continue for a period of four (4) years from that date with an option to extend, at the Council's discretion, for up to four (4) years (two (2) years plus two (2) years) unless terminated in accordance with the Terms and Conditions of the Contract. The estimated total contract value for this procurement is PS13.6m. Due to the short-term nature of Reablement and to support continuity for residents, it is expected that, at contract commencement, most existing packages will not transfer to the successful Supplier and will remain with the incumbent provider until the closure of the package. However, during mobilisation the Council will conduct a review of existing packages to determine whether any packages are appropriate for transfer. It is possible therefore that some existing packages could be transferred if the new provider is willing to accept them. Transfer of existing care packages are therefore potentially within the scope of this Procurement but the contract value expressed above are calculated based on current care packages.
