## Summary

The procurement process involves Islington Council awarding the "Consortium 2.0 Community Equipment Service" contract to Essex Cares Limited. This contract is within the health and social work services sector, focusing on the supply, maintenance, and collection of community equipment to support hospital discharges and home care. Due to the incumbent provider ceasing operations on short notice, a direct award procurement method was employed to ensure continuity of critical services. The contract covers the London region and adheres to UK Procurement laws, with an award date scheduled for 12th September 2025. The initial contract period is set to span from 12th September 2025 to 11th September 2026, with potential extensions up to 2028, reflecting the urgency and special regime considerations.

This tender offers substantial opportunities for businesses specialising in health and social care services, particularly those with the capacity to deliver and manage community equipment solutions. Companies experienced in rapid mobilisation and maintaining high service standards under statutory requirements are well-suited for this opportunity. Essex Cares Limited has been selected due to its ability to meet the urgent needs of Islington Council, providing a potentially lucrative venture worth approximately £4.4 million, with allowances for market planning expansions over the extension periods. This underscores significant growth potential for businesses able to deliver under pressing timelines and critical public service demands.

## Notice

Provision of community equipment to support independence, hospital discharge, and care at home for adults and children. Includes supply, maintenance, and collection of items.

### Procurement Information

The Council has a statutory duty to provide the integrated community equipment and service pursuant to the Care Act 2014. The existing provider has notified the Council that they will cease trading from 15 September 2025 and therefore cease providing these services to the Council. Due to the short notice provided by the incumbent provider it is impossible to commission a new contract within the relevant timescales and ensure continuity of service. It is necessary for the Council to urgently award a replacement contract to secure continuity of these critical statutory services in Camden. The Council has considered all options and has concluded that due to this extreme urgency a directly awarded contract under Section 41 and Sections 13 and 14 of Schedule 5 of the Procurement Act 2023 to Essex Cares Limited should be made.
