## Summary

Sheffield City Council has awarded a contract titled "Sheffield Demolition Contract – Emergency and Planned Works (26-30)" under the category of works, focusing on demolition and associated tasks. This contract covers emergency and planned demolition work within Sheffield, United Kingdom, region UKE32, with an initial start date of 5 January 2026. The procurement process was conducted via an open method, detailed as a below threshold open competition. The contract, valued at up to £4,800,000 gross, spans a period of up to four years, subject to annual performance reviews based on key performance indicators (KPIs). The emergency segment demands a 2-hour response time and is operational 24/7 throughout the year, while planned works will be initiated as per demand.

For businesses in the demolition and construction sectors, especially SMEs, this contract presents significant growth opportunities through its extended timeframe and the comprehensive nature of emergency and planned works. Enterprises skilled in maintaining high service quality and timely execution could greatly benefit, thanks to the emphasis on quality assurance aligned with the Council's internal standards. Competing for this contract would be ideal for businesses equipped to handle urgent demolition tasks and long-term project planning, supported by requisite resources and a track record of adhering to strict safety and performance protocols.

## Notice

The opportunity comprises of two element, Emergency and Planned Works. Emergency Work is the provision of a stand-by term Contract for emergency work and making safe or associated work 24 hours a day, 365 days a year. This includes a 2hr response time. In addition, the contract will allow for planned works to be called off on a non-emergency basis. The planned works are likely to have a lead in time of weeks or months, to allow for the work to go through the Council Gateway process, which is the internal approval mechanism for capital projects, consisting of several committees held on a monthly basis. SCC reserves the right to tender outside of this contract any planned works where it is deemed appropriate and, in most circumstances, where the value exceeds PS250k. For both emergency and planned works, the work will be priced via the tendered schedule of rates, including plant, labour and materials with tendered on-costs where no contract rate is available. The opportunity is 1 + 1 + 1 + 1 years, totalling 4 years. The contract will be subject to annual performance review based on KPI's, achieving satisfactory KPI scores will allow the contract to progress to the next year, with a BCIS linked inflation uplift.
