## Summary

The procurement process for the "Health Checks" contract has been concluded by The Council of the Borough of Kirklees, a regional authority situated in Huddersfield, United Kingdom. This contract falls under the industry category of medical practice services and is classified as a service. The procurement method used was limited, specifically an award procedure without prior publication of a call for competition, under the Health Care Services (Provider Selection Regime) Regulations 2023. The contract was awarded to commence on 1 July 2025 and will run until 31 March 2028, with potential extensions thereafter. Notably, the procurement process, tagged as both award and contract, was completed by 11 September 2025.

This tender creates substantial opportunities for businesses operating in the healthcare services sector, particularly those with the capability to manage sensitive eligible population data and provide GP-led delivery services. The procurement strategy reflects a direct award scenario where existing service providers can benefit, evidenced by the award to established entities like Almondbury Surgery, Saville Town Medical Centre, and Thornhill Lees Medical Centre. Businesses with Robust frameworks for handling sensitive health data and providing follow-on medical advice post-health checks are particularly well-suited to participate in such tenders, promoting continuity and responsiveness to NHS Health Check findings.

## Notice

Eligible adults are entitled to receive an invitation for an NHS Health Check once every 5 years, so in seeking to equalise the distribution of the health checks annually, it will need to cover such a time span. The breaks are suggested to allow for consideration of potential national developments such as a digital NHS Health Check, or workplace health checks, which are both being piloted currently. The new arrangements will continue to be a GP-led delivery approach, and from a practical perspective this is the only feasible option, since they hold the sensitive eligible population data and no data sharing agreements exist locally which would allow any other provider to have access to this information. We also consider that GPs remain best placed to respond appropriately to the findings of the NHS Health Check and provide the best follow-on advice and/or treatment to the patient depending on the results.
