## Summary

The procurement process for the "Greenpower Park Electricity Infrastructure and Connection Works" is led by Coventry City Council, a sub-central government authority in the United Kingdom. This project involves significant infrastructure upgrades at Greenpower Park, Coventry, UKG33 region, intended to support the development of a battery gigafactory at Coventry Airport. Classified under the construction work for pipelines, communication and power lines, this initiative falls within the works procurement category. The procurement stage is complete, with a direct award contract to MATRIX NETWORKS LIMITED, a company based in Northampton. Key dates include the contract signing on 26th March 2026, with works spanning from 10th April 2026 to 31st December 2028, offering opportunities for contract extensions. The decision to directly award was influenced by Matrix Networks' exclusive rights and technical capabilities necessary for execution.

This contract presents notable opportunities for business growth within the advanced manufacturing and electrical installation sectors. Businesses skilled in large-scale infrastructure projects, specialising in power line construction and installation, would find this contract promising. While the direct award limits competition, businesses that focus on developing expertise and securing exclusive rights in niche technical areas could position themselves favourably for future procurement opportunities of similar nature. The project further enhances the investment appeal of the West Midlands Investment Zone, encouraging additional firms in the advanced manufacturing sector to explore market opportunities within this evolving industrial hub.

## Notice

Coventry City Council owns the freehold of Coventry Airport which is under a long lease to Coventry Airport Limited. The two parties formed a joint venture in 2021 in order to promote the site for a battery gigafactory - a high-volume manufacturing facility for Electric Vehicle batteries. The site is now marketed as Greenpower Park. In 2022, Warwick District Council granted outline planning permission for a total of 5.7m square feet of development on the site. In 2024, the site became part of the West Midlands Investment Zone (WMIZ). As well as providing tax incentives to attract new occupiers in the advanced manufacturing sector, WMIZ provides capital funding for site improvements. Coventry City Council are conducting infrastructure upgrades to the Greenpower Park site, including a reinforcement to the power supply which has until now been a barrier to development of the site. This work must be completed by Matrix Networks, as UK Power Distribution (UKPD) is the Independent Network Operator that owns the connection rights for the route necessary to deliver the power infrastructure and they also own the necessary equipment and reserved electrical capacity to deliver this work. The Council intends to enter in to a PCSA in October 2025 with the main construction contract entered into in March 2026.
