## Summary

Dudley Metropolitan Borough Council is seeking to establish a Supported Living Framework, aimed at providing specialised support and services within the health and social work sector to vulnerable residents in Dudley. This procurement process, currently in the tender stage, invites applications to participate in an open framework that spans two Lots: long-term care and support, and short-term intensive intervention support. The framework is set to offer robust services for individuals aged 18 to 64, including those over 65, catering to diverse needs such as learning disabilities, autism, mental health, and physical disabilities. The submission deadline for tenders is 14 April 2026, with an enquiry period concluding on 31 March 2026, and the awarding of contracts anticipated by 30 November 2026. The process utilises an open procedure and will adhere to the legal requisites set out by the UK Procurement Act 2023.

This tender represents significant growth opportunities for businesses that specialise in health and social work services, particularly those skilled in providing care for individuals with complex needs. Offering flexibility through direct awards and mini competitions within a structured framework, the framework comprises provisions for quality assessment centred around the delivery of specialised care. Businesses such as small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are encouraged to apply, given the framework's suitability criteria. By participating, businesses can expand their service offerings, improve expertise in supported living arrangements, and potentially secure long-term partnerships with the council. This engagement enables providers to position themselves as leaders in delivering quality care and support to those in need, contributing to a progressive regional healthcare infrastructure.
