## Summary

Aberdeen City Council launched a procurement process for "Single Building Assessment Services" targeting high-rise blocks in Aberdeen, classified under Architectural, Engineering and Surveying services. Initially active, the process employed an open procedure under the legal framework of CELEX 32014L0024 but was later cancelled. This tender aimed to assess 22 blocks, potentially expanding to 27, with key considerations from the Scottish Government's 2024 Single Building Assessment Specification. The primary procurement focus was service delivery with quality significantly outweighing price in the award criteria. Notably, the tender's original closing date was set for 24th October 2025, with contract execution planned from January 2026 to December 2028.

This tender represented a growth opportunity for architectural, engineering, and surveying firms experienced in fire safety assessment and consulting services, especially those with the capability to comply with complex safety requirements. Successful bidders would initially assess and report on fire safety measures, providing remediation strategies in collaboration with stakeholders from public and private sectors. Firms on the authorised list of the Scottish Government's Single Building Assessment Providers were particularly well-positioned to compete, given their established credentials in managing complex procurement requirements. Despite the cancellation, participating businesses had the potential to showcase their expertise and readiness for similar opportunities in the future.
