## Summary

Norfolk County Council has completed the procurement process for a new service titled "Emergency Department Stop Smoking Services," aimed at providing behaviour change support accessible throughout Norfolk. Conducted under the Health Care Services (Provider Selection Regime) Regulations 2023, the contract spans three years and was awarded through an open procedure, facilitating the engagement of competitive bids. The finalisation of the contract occurred on 26th January 2026, with the contract period commencing on 5th January 2026 and extending until 4th January 2029, with an optional extension of up to 12 months. The project focuses on community health services classified under CPV code 85323000 and involves collaboration with Norfolk and adjacent regions in the UK, specifically UKH15, UKH16, and UKH17.

This contract opens avenues for businesses in the health services sector, particularly those with capabilities in community health improvement and smoking cessation interventions. Providers that excel in service integration, collaboration, social value initiatives, and addressing health inequalities would find this opportunity particularly profitable, given the focus on delivering measurable health outcomes and innovative solutions. The tender process favoured suppliers with a strong track record, such as PROVIDE COMMUNITY INTEREST COMPANY, highlighting the value placed on quality and innovation. SMEs offering high-quality public health services, integration strategies, and peer learning models are well-placed to benefit, potentially enhancing their regional reputation and extending service reach through such government contracts.
