## Summary

The Government Actuary's Department, a central government authority in London, is currently in the planning phase for a procurement titled "Economic & Climate Scenario Generator Service." This procurement falls within the industry category of economic research services, with a focus on data-driven scenario generation related to economic and climate projections. The tender is expected to be launched in early November 2025, with interested suppliers required to express interest and submit initial questions by 30th September 2025. The contract, valued up to £540,000, is set to commence on 1st March 2026 and run through 31st March 2029, with potential for renewal until 31st March 2031.

This tender offers substantial opportunities for consultants and technology firms specialising in economic analysis and climate modelling. Businesses with capabilities in economic scenario generation and climate data analysis are well-suited to compete, particularly those that can also provide Asset Liability Modelling (ALM) software as an optional component of their service offering. Given the comprehensive scope and the requirement for regular data delivery, the contract presents a significant opportunity for growth in the fields of economic and climate research, providing recurring work over multiple years.

## Notice

The Authority seeks a supplier to provide scenario data, beginning with data from Q4 2025/26. Services should include: - An economic scenario generator (ESG) service, to provide simulations of asset returns, inflation and other economic variables into the future (with up to 50 types of data fields), to be provided at least quarterly. - Climate scenarios, to be used alongside the ESG service, to provide variant projections based on different projected climate change scenarios, to be provided at least annually on 31st March each year. -An optional requirement to provide Asset Liability Modelling (ALM) software. The software will provide a means to perform analysis with the above economic and climate data, alongside additional liability data. Bidders can choose whether to include ALM software in their bid, and the Authority reserves the right to refuse the supplier's proposed offering as part of the final contract. Further detail will be provided in the full tender pack.
