## Summary

The procurement process for the Department for Infrastructure (DfI) Transport and Road Asset Management (TRAM) involves the supply and delivery of Permanent Cold-lay Surfacing Material (PCSM). This procurement has progressed to the award stage with contracts signed on 10 March 2026. The tender, identified by "CfT 5858089", covers two lots focused on road-surfacing materials for use in general conditions and specifically wet weather conditions. The process adhered to an open procedure under Northern Irish devolved regulations, with recent activities including contract awards to suppliers such as TOTAL PIPELINE SPECIALISTS (NI) LTD and EMTEK IRELAND LTD. Located in Belfast, TRAM procures under public authority central government classification with contracts valued at GBP 691,200 and GBP 748,800, respectively, for each lot.

This tender presents significant business growth opportunities for SMEs particularly adept in manufacturing or supplying road construction materials, with both awarded suppliers being SMEs. The contracts, focusing on sustainability and innovation, demand delivery within specific criteria, such as electronic document submissions and extended potential contract periods up to 12 months. Organisations capable of offering cost-effective solutions, complying with technical specifications for PCSM and PCSC, and innovating in environmental aspects are well-poised to participate in future procurement processes. This initiative ensures the modernisation of road networks while engaging suppliers in environmentally considerate practices.
