## Summary

The Cabinet Office is in the planning stage of a procurement process for the "Civil Service People Survey," which aims to advance the Employee Insights Programme (EIP) by collaborating with top suppliers of employee listening platforms. This procurement focuses on research services, with key engagements scheduled including a Market Engagement Event. Interested suppliers should respond by 2nd October 2025 to participate. The market engagement notice was published on 25th September 2025, outlining the project's ambitious goals, including features like AI-driven analysis and actionable insights to foster continuous listening and action within the Civil Service. The procurement is expected to leverage existing DPS frameworks such as the Crown Commercial Services Research and Insights DPS (RM6126), underlining the government's commitment to integrating innovative survey technologies and methodologies.

This tender presents significant business growth opportunities, particularly for SMEs and VCSEs with expertise in developing platforms for real-time feedback and AI integration. Vendors with experience in employee engagement tools that provide comprehensive insights could find a valuable partnership opportunity with the Cabinet Office. By engaging in this procurement process, businesses can not only expand their client base within central government but also enhance their visibility and reputation by contributing to high-impact governmental initiatives, setting a solid foundation for long-term business development and collaboration prospects.

## Notice

The Civil Service is committed to advancing its Employee Insights Programme (EIP), aimed at fostering a culture of continuous listening and action. To support this ambition, we would like to engage with leading external suppliers of employee listening platforms and tools, to understand current best practices, technological innovations, and strategic capabilities within this space. This includes features such as central surveys, pulse checks, real-time feedback, AI-driven analysis, actionable insights, and integration capabilities. The engagement is part of the process which we will be following for the forthcoming procurement for the 2026 (and future years) Civil Service Service as well as other polling exercises. It is likely that the existing Crown Commercial Services Research and Insights DPS (RM6126) will be used. If you would like to attend a Market Engagement Event please advise by email by 2nd October 2025.
