## Summary

The procurement process, initiated by Westminster City Council, is aimed at acquiring Integrated Singles and Outreach Services, in alignment with their Homelessness and Rough Sleeping Strategy 2024. The services will be divided into three lots: Assertive Outreach Services, First Contact Team, and Hub Support Team, to address the challenges faced by individuals experiencing homelessness in London. The process involves an open procedure under the Light Touch Regime, with the contract set to commence on 1st April 2026, for an initial period of three years, with potential extensions totaling seven years. The procurement is currently completed, following key dates, including the award notice published on 17th February 2026 and a standstill period concluding on 27th February 2026.

This procurement presents significant opportunities for businesses within the social and housing services sector, especially for large organisations and small to medium enterprises (SMEs) with a background in delivering support to vulnerable groups. Potential suppliers include those with expertise in innovative, person-centred solutions that can dynamically adapt to evolving service needs. Voluntary, community, and social enterprises (VCSEs) are encouraged to participate, particularly those with strategies for engaging and assisting individuals experiencing long-term homelessness. As the services align with broader social service goals, businesses that can coordinate multi-agency planning and deliver trauma-informed support are particularly well-suited to bid for these contracts. Additionally, the flexible contract structure allows for scalability and adaptation over time, fostering continued business growth and collaboration with Westminster City Council.
