### Planning Information

Humberside Fire and Rescue Service (the “Authority”) is at the pre procurement stage for a new financial management system (“FMS”). The current scope of the FMS procurement is to source, implement, and support a comprehensive financial management system covering core finance functions, reporting, integration, compliance, stock management and a procure-to-pay function, however this could be subject to change. The Authority has drafted an outline Specification and wishes to engage with the market at this stage in order to collect feedback on the outline Specification, understand any supplier feedback on other recent procurement process and understand the potential products and technologies available on the market. 
Engagement process description
In publishing this preliminary market engagement notice, the Authority is inviting interested suppliers of FMS to express their interest in this preliminary market engagement stage by 16:00 on 03-10-2025 (the “PME Closing Date”) 
Suppliers that express an in this opportunity are invited to access the dedicated Tenderbox on Delta eSourcing which opens on 19-09-25 at 09:00. To participate, please log in or register at https://www.delta-esourcing.com and use the Access Code : N4YBNUCEP7 to locate the Expression of Interest Tenderbox. Responses must be submitted before the closing date specified in the notice. 
Following the PME Closing Date, the Authority will send its current draft Specification to each FMS supplier who has expressed an interest and invites written feedback on the draft Specification by 16:00 on 31-10-2025 via the Authority's eSourcing platform (https://www.humbersidefire.delta-esourcing.com).
The Authority will then consider the feedback provided. All feedback will be kept confidential and is intended to be used by the Authority to inform its thinking as to its requirements for the FMS. The Authority is not obliged to take account of feedback provided and to make changes to its Specification as drafted.
