## Summary

The Crown Commercial Service (CCS), a central government authority based in Liverpool, UK, has recently concluded a procurement process for the "Provision of Dynamic Systems." This public procurement contract, awarded on 1st October 2025, entails the establishment of a comprehensive digital platform for the management and maintenance of various services, including Dynamic Purchasing Systems and the Modern Slavery Assessment Tool. The tender, under procurement method 'direct award', will consolidate existing services under a unified contract valued at £1.6 million (gross amount £1.92 million). The services are classified under IT services, focusing on consulting, software development, and internet support, with the delivery spanning across the UK from 1st October 2025 to 28th February 2029.

This tender offers significant opportunities for growth, particularly for small to medium-sized enterprises (SMEs) specialising in IT services. Companies with expertise in digital platform development and maintenance, particularly those capable of handling complex, integrated systems, stand to benefit from participating in such procurement processes. Additionally, firms that specialise in compliance tools, like the Modern Slavery Assessment Tool, may find this contract aligns with their strategic growth objectives. This direct award emphasizes the importance of maintaining continuity and leveraging existing technical capabilities, thus favouring incumbents or businesses with significant experience in public sector IT projects.

## Notice

Crown Commercial Service (CCS) is seeking to establish a single agreement for the ongoing provision of a digital platform for the support and maintenance of registration and sign in services, support and maintenance of existing Dynamic Purchasing Systems and LVPS (Low Value Purchase System), functionality to support the delivery of new Dynamic Markets and the provision of the Modern Slavery Assessment Tool (MSAT). The contract is designed to be a replacement to consolidate existing service requirements, which are currently delivered via two separate contracts, RM6101 CCS & CCSO24A27-1, into one combined agreement for all required services. The new agreement should cover the term 1st October 2025 through until no later than 28th February 2029.

### Procurement Information

Following the introduction of PA23, all DPS' that have been let under PCR2015 must expire no later than 24 February 2029. Given that these DPS' are live procurements and are on a platform which has been integrated with CDP, the cost and time of change would be significant therefore due to technical and legislative reasons a direct award to the incumbent supplier, to maintain continuity, is the best option.
