## Summary

Greater Manchester Combined Authority has successfully completed a procurement process for the installation and support of analytical tools designed to enhance digital forensic capabilities. The contract, awarded to Magnet Forensics LLC, focuses on streamlining the extraction and interrogation of digital evidence from various devices. The award comes under a direct procurement method, justified by the need for a single supplier that offers exclusive products essential for synergy and integration with existing systems. Located in Manchester, this procurement falls within the IT services category, specifically targeting the improvement of digital investigations. The contractual period begins on 1st October 2025 and is set to end on 30th September 2027, with options for renewal, extending up to two more years, and purchasing additional licences.

This tender provides significant opportunities for businesses in the digital forensics and IT services industry, particularly those specialising in software solutions for investigative applications. The contract's focus on enhancing forensic capabilities within law enforcement agencies could offer fertile ground for firms capable of providing robust, secure, and scalable digital solutions. Companies that can offer tailored services to meet the specific requirements of Greater Manchester Police’s Digital Forensics Investigation Unit could find potential collaborations or additional contracts beneficial as the Authority looks to manage its increasing workload more effectively. Moreover, suppliers with expertise in data extraction and analytics will find this project particularly aligned with their service offerings.

## Notice

This contract is for the installation and support of a suite of tools to enhance Greater Manchester Police's digital forensic capabilities, streamlining digital investigations, and improving overall efficiency in the handling of digital evidence. The contract will enable the Digital Forensics Investigation Unit (DFIU) to optimise the use of existing analytical tools and applications, by allowing multiple mobile devices to be extracted concurrently. It will also reduce bottlenecks in the workflow and ultimately help to manage caseloads more effectively. For example, allowing the DFIU to decrypt and acquire data from a single mobile device to multiple devices daily. Please Note: The Chief Constable of Greater Manchester Police will be given equal rights to the Authority to enforce the provisions of the Contract, under the Contracts (Rights of Third Parties) Act 1999.

### Procurement Information

There is a 'Single Supplier' for these products/applications which are key to the synergy, integration and to work alongside by complimenting other key software applications, which are solely used for the extraction of critical forensics data from devices. This includes upgrades, which will have a very positive effect on the efficiency of data extraction, whilst further enhancing the Digital Forensic Investigation Units (DFIU's) capacity in managing it's substantial and increasing workload. This direct award grants the Authority access to exclusive pricing, which cannot be accessed via any other procurement route.
