## Summary

Homes England, operating as the Homes and Communities Agency, is seeking a development partner for the Fazeley Street site in Digbeth, Birmingham. This is part of an active tendering process with Jones Lang LaSalle Limited acting as the procuring entity to assist with drafting and evaluation. The industry category is primarily construction work within the media, charitable, and creative sectors. Interested businesses should note the enquiry period ending on 16 January 2026, with expressions of interest due by 30 January 2026. The tender is aligning with the Procurement Act 2023, utilising a competitive flexible procedure. Homes England aims to select a development partner through a selective procurement method, highlighting the future growth of the media cluster and regeneration of Digbeth.

This procurement represents an excellent opportunity for construction and development firms, especially those experienced in managing sensitive sites and fostering media clusters. With a projected value of £50 million over five years, this tender can bolster a company’s portfolio and elevate its profile in the creative sector. It invites businesses capable of asset management and collaborative working, making it particularly suitable for SMEs looking to expand their footprint in major urban developments. The competitive process ensures that only firms capable of delivering high-quality proposals and strategic solutions will advance, providing significant chances to demonstrate innovation and creativity in urban redevelopment. Homes England emphasises sustainability and tenant support, so businesses aligned with these values are encouraged to engage.

## Notice

Fazeley Street is a 1.4ha (3.46 acre) site in the Digbeth area of Central Birmingham. Homes England holds a 250 year headlease for the site. It is currently occupied by a series of tenants on sub-leases, who primarily operate in the media, charitable and creative sectors. The site has a range of historic (some locally listed) and new buildings. There is some limited opportunity for infill development to enhance the use and cohesion of the site. Homes England is looking to dispose of its leasehold interests to a development partner who will actively manage the site to support its current tenants and seek to enhance the size and importance of this media cluster. Purchasers may also consider the opportunities for limited development sympathetic to the current tenants operations, the historic environment and subject to planning. Fazeley Street represents a unique opportunity to support the emerging media cluster in Digbeth. Homes England and its public sector partners (Birmingham City Council & the West Midlands Combined Authority) are keen to see this site play an important part in the growth of the media cluster and the wider regeneration of Digbeth. Homes England does not envisage providing any further financial support for the site or its purchaser. The value of the opportunity is the envisaged gross development value of the project over 5 years. This is an estimate and may vary depending on the partner selected and their proposal. No differential between the inclusive of VAT and exclusive of VAT values are noted as the VAT treatment has not been determined. The development works are likely to last for around 5 years (this may be phased). Any dates included in this notice are indicative and subject to revision as they will depend on the partner selected and the programme proposed.
