## Summary

Liverpool City Council is progressing with the planning stage of a tender for a Strategic Partnership Framework for Commissioning of Children's Services, aiming to develop high-quality and inclusive services for children and young people. The initiative is divided into three service clusters with significant indicative annual values, led by a public authority in the sub-central government sector. A notable milestone is the Cluster 1 market engagement event scheduled for 11 June 2026, conducted virtually via Microsoft Teams, where interested suppliers can gain insight and provide feedback on the commissioning strategy. The procurement approach adheres to the Procurement Act 2023, with services expected to commence by December 2026 in the Liverpool area (UKD72 region).

This tender presents a substantial opportunity for businesses, particularly SMEs and VCSEs, within the social work and related services industry category, looking to expand their footprint in public sector contracts. With an inclusive framework competitive for diverse businesses, suppliers involved in health, care support, behavioural management, and therapeutic services, among others, stand to benefit. The procurement promotes collaboration and long-term sustainability, providing businesses with a chance to influence service design and drive innovation in local care. The events and sessions invite early provider engagement, enabling businesses to align their offerings with the council's vision and maximise their competitive edge.
