## Summary

The procurement process for the "T2680 PEACEPLUS Sanctuary Theatre Animation Project" was conducted by Belfast City Council, a public authority classified under sub-central government regulations and Northern Irish devolved regulations. The project, part of the Belfast PEACEPLUS Local Community Action Plan, aims to enhance cultural and civic engagement through drama and community activities in East Belfast. It focuses on upgrading the Sanctuary Theatre in a cross-community area. The procurement followed an open method, with competition below threshold under a 'light touch' regime, and saw participation primarily by SMEs. The award was finalised on 12 March 2026, with the contract period set from 2026 to 2028, allowing for a possible six-month extension subject to funding and performance. Key industry categories include cultural event organisation, community services, and recreational activities, spotlighting significant civic betterment initiatives.

This tender offers compelling opportunities for businesses in the cultural and community sectors, particularly those specialising in drama and educational programmes, as well as cross-community and interethnic engagement services. SMEs with expertise in delivering cultural events and engaging in community transformation projects are well-suited to participate. The procurement supports proactive engagement through dramatic productions, volunteer programmes, and good relations activities at the Sanctuary Theatre, with an inclusive reach of over a thousand participants. Organisations looking to align their services with civic regeneration will benefit from the potential for additional purchases during the contract term, underscoring growth via strategic partnerships and community impact initiatives throughout Belfast.
