## Summary

Nottingham City Council is currently seeking to procure a cloud-based Passenger Transport Logistics Software System for home-to-school transport. The tender, titled "CPU 5277 Passenger Transport Logistics (Home to School) Software System," is in the active tender stage with an end deadline for submissions on 24th October 2025. This procurement falls within the 'services' industry category and covers software packages and IT services. It is directed to serve Nottingham, UK, and is structured as an open competitive flexible procedure. Key dates include an enquiry period ending on 17th October 2025 and an award period ending on 1st February 2026. The project aligns with Nottingham City Council’s strategic priorities like digital modernisation, smart city readiness, and data-driven decision-making.

This procurement presents valuable opportunities for businesses specialising in IT services and software development, particularly those experienced in delivering cloud-based solutions with capabilities in route optimisation, real-time tracking, and integrated reporting. Companies with a strong background in developing scalable, compliant, and accessible systems will find this tender well-suited to their expertise. Furthermore, the requirements for high-quality functional specifications and competitive pricing criteria offer SMEs a significant opportunity to compete effectively. The projected budget of up to £300,000 underscores the Council’s commitment to investing in a modernised system, creating substantial room for business growth and collaboration over a potential duration of up to seven years, inclusive of extension options.

## Notice

Our current system (Transys) is outdated and no longer fit for purpose in its current version. A modern replacement is essential to meet legal obligations, improve service quality, and control costs. The Authority now wants to adopt a cloud-based transport system that offers route optimisation, real-time tracking, and integrated reporting (some of which will be compulsory reporting to DofE). Nottingham City Council wants the new contract to align with the following strategic priorities: * Digital Modernisation: The new system will be cloud-based, scalable and user-friendly, replacing legacy infrastructure. * Data-Driven Decisions: It will enable accurate reporting, performance monitoring, and financial forecasting. * Smart City Readiness: The system can integrate with mapping, tracking, and future mobility services. * Digital Inclusion: Accessible across devices, with single sign-on and compliance with accessibility standards. * Data Governance: Secure, compliant data storage with audit trails and IT-reviewed security protocols.
