## Summary

Leicester City Council is in the planning stage of a procurement process titled "SCE0043 - Independent Specialist Provision – Education," focused on securing educational services within the education and training sector. The council aims to find placements for Children and Young People (CYP) with Special Educational Needs and Disabilities (SEND) within Leicester. Located in the East Midlands, UK, the council plans to commission high-needs placements from Independent Providers starting in 2026. Key milestones include a market engagement notice, with a supplier networking event scheduled for 31st October 2025 and an expressions of interest deadline on the same date. This procurement activity, which highlights a budget of £1,200,000 including VAT, follows the UKPGA legal framework and is tagged under public authority – sub-central government.

This tender presents significant growth opportunities for businesses specialising in educational services, particularly those equipped to provide training to children and young people with SEND. Businesses with qualified tutor staff holding QTS and the capability to deliver face-to-face sessions at home, online, or in community centres would be well-positioned to compete. Small and Medium-sized Enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to take part, benefiting from a contract period running from September 2026 to August 2029. Engaging in the expression of interest process via the Proactis portal can open pathways for expanding service provisions in the specialised education sector in Leicester.
