## Summary

The Ministry of Justice is leading a significant procurement process titled "Community Support for Men" aimed at providing rehabilitative services across England and Wales, except for Greater Manchester. The procurement is structured into 27 lots, distributed over two waves, concerning regions from Thames Valley to London, with a total budget ranging from £854 million to £1.13 billion including VAT. The process is currently in the tender stage and follows a selective competitive procedure with an expression of interest deadline set for 21 October 2025. Key milestones include an indicative award date in October 2026 and expected contract commencement in March 2027. These services will be pivotal in aiding men in maintaining positive life changes, covering areas such as housing, employment, and recovery from substance dependencies, and are part of a replacement strategy for existing pathway services.

This opportunity presents a considerable avenue for businesses specializing in probation services to expand their ventures. There is a strong emphasis on delivering a holistic, individualised service approach, encouraging companies capable of coordinating extensive supply chains to participate as lead bidders. Firms with experience in building strategic partnerships and delivering flexible, innovative community-based services will find this tender particularly beneficial. The process ensures that the appointed contractors engage in a constructive partnership with the Ministry to deliver responsive services tailored to local needs. Moreover, there's an opportunity for contributors to engage in co-commissioning, potentially further expanding service capabilities and reach, aligned with upcoming government policies under the Procurement Act 2023.
