The literature on public perceptions and receptiveness to carbon pricing policies. We require the contractor to contextualise the findings of the review to the Welsh context by discussing how expanding the ETS would impact the population of Wales given the country's unique characteristics.

The review should cover the policies' social and economic impacts, as well as their effectiveness in reducing GHG. 2. Mitigation policies to alleviate disproportionate impacts of carbon pricing policies on economically or socially vulnerable groups. Wherever possible/relevant, the bidder is encouraged to take an intersectional approach (see this Welsh Government report for a definition of intersectionality) in their consideration of vulnerable groups. 3. The literature on public perceptions and receptiveness to carbon pricing policies. We require the contractor to contextualise the findings of the review to the Welsh context by discussing how expanding the ETS would impact the population of Wales given the country's unique characteristics. Based on this, the contractor should produce a set of high-level recommendations on: The feasibility of applying carbon pricing to the aforementioned sectors (heating buildings, transport and agriculture). How the expansion of the ETS can be carried out in line with the principles of a just transition and the policies that can be applied to mitigate disproportionate harm on economically or socially vulnerable groups. The contractor should be able to produce a clear and high-quality report and do a presentation of the findings to the client.
