## Summary

Transport for London (TfL), a public authority within the central government, initiated the tender process for the "Docklands Light Railway System Management Centre Renewal". Located primarily in London's UKI region, the procurement is categorised under utilities and involves key tasks such as the renewal of the management centre's systems at Beckton and Poplar control centres. The process was carried out through a direct procurement method due to the unique intellectual property rights held by Hitachi Rail GTS UK Limited. Key milestones indicate that the award was announced on 30th September 2025, with the contract period starting from 1st April 2026 to 1st June 2030.

This procurement poses significant opportunities for business growth, particularly for companies with capabilities in railway signalling and electrical equipment manufacturing. Given the direct award nature, businesses holding exclusive technical expertise and intellectual property similar to Hitachi Rail GTS UK Limited, which retains proprietary rights over the Automatic Train Control signalling systems, would find themselves in a highly competitive position for similar tenders. While the original award for this contract was directed to a single supplier due to specific technical reasons, understanding the requirements and demonstrating similar exclusive capabilities could position businesses advantageously for future opportunities in this sector.

## Notice

The required works are to renew the current Docklands Light Railway System Management Centre (SMC) and subsystems located in Beckton and Poplar control centres. The works include, but may not be limited to, replacement of SMC Servers, SMC Workstations, SMC Remote Workstations, Networking Hardware, Software, Cabling, Operational Training Workstations, spares provisions, updated installation, maintenance & operating procedures and operational & maintenance system training.

### Procurement Information

Hitachi is the only supplier that can provide the required works for renewal of the System Management Centre (SMC) as they have exclusive ownership of the intellectual property rights (IPR) associated with the design, software and hardware of the Automatic Train Control (ATC) signalling system currently deployed at Docklands Light Railway. The SMC is a subsystem of the ATC signalling system. Access to Hitachi's software or source codes by other suppliers would invalidate the safety assurances given by Hitachi, in its capacity as the signalling design authority, that the system is and continues to be fit for purpose and safe to operate.
