## Summary

The current procurement process involves NHS Wales Shared Services Partnership-Procurement Services, hosted by Velindre University NHS Trust, for several lots regarding care frameworks for adults in mental health and learning disabilities care homes in Wales. This initiative falls under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. The framework encompasses services classified under health and social work, with focus areas such as care home mental health and learning disabilities, and involves a selection of new providers through the annual refresh mechanism. The process is in the intention to award phase, with a deadline for representations extending to midnight on Friday, 3 April 2026. The final year of the framework will expire on 31 March 2027, and the procurement method follows an open procedure. Framework updates also include modifications aligned with regulations and are part of the final year of the framework due to expire in 2027, covering regions in Wales classified by CPV code 85100000.

This tender presents substantial opportunities for businesses within the healthcare sector. It proposes consistent competitive dynamics through annual refreshes under the established framework agreement, which expands potential entries and modifies existing contracts. Businesses in health services, particularly those skilled in providing mental health and learning disabilities care, are well-positioned to compete. This tender tends to favour providers with strong financial health, adequate insurance coverage, technical and professional abilities, and technical certifications from bodies such as CIW/CQC. Furthermore, SMEs have been actively participating and successfully awarded contracts, thus offering diversified opportunities for smaller healthcare suppliers in Wales. Collaboration and service sustainability are critical evaluation criteria, enhancing business prospects and encouraging community and service-oriented growth.
