## Summary

Watford Borough Council is leading a progressive procurement initiative for the development of an Innovation Hub located within the historic Town Hall in Watford, UK. This project forms part of a 10-year programme designed to revitalise the northern end of Watford High Street, focusing on creating vibrant community and business opportunities. The procurement stage has reached the award phase, with Co-Space Group Ltd appointed as the contract supplier. The competitive flexible procedure method has been utilised for this procurement, centring around income generation through a profit-sharing model, rather than traditional expenditure. Key dates include the contract start on 1st July 2026, spanning a 15-year active period, with potential renewal for an additional five years.

This tender offers substantial growth prospects, particularly for businesses specialising in the provision of community services, civic betterment, and innovative business development. Large companies capable of managing and delivering community-centric services are well-suited to compete in this arena, given the emphasis on leveraging Watford’s historic town hall for increased business utilisation and community engagement. By facilitating entrepreneurial growth and creating attractive career paths for young people, the Innovation Hub initiative stands to boost local employment and economic activity, making it an appealing opportunity for operators with expertise in community action programmes and social services. Co-Space Group Ltd’s involvement in the early stages of the hub's design underscores the potential for strategic business development and innovation.
