## Summary

Peterborough City Council is seeking contracting partners for its "Care & Repair Open Framework" project, focusing on construction work and repair and maintenance services targeted at domestic property adaptations including extensions, internal alterations, and installations. This initiative, predominantly located in the Peterborough City Council Unitary Authority area, aims to aid elderly, vulnerable, and disabled residents. The procurement method is an open procedure under the UK Procurement Act 2023, with an electronic submission deadline set for 21st April 2026, followed by an award period ending on 21st May 2026. The contract period is planned to commence on 17th June 2026 through to 16th June 2029, with a potential extension to align with the overall framework term ending on 9th June 2034.

The Care & Repair Open Framework offers substantial opportunities for local SMEs due to its emphasis on locally based contractors, ensuring responsiveness and high-quality work with minimal disruption. Businesses with relevant construction and repair expertise, especially those that engage effectively with vulnerable groups, will find this tender advantageous. The framework facilitates business growth by guaranteeing a steady stream of work funded by Disabled Facility Grants, Adult Social Care budgets, and other private or charitable sources. The tender seeks providers with professional registrations, qualifications, and compliance with safety regulations, presenting promising prospects for firms eager to expand and align their operations with community-focused services.

The work is in Peterborough City Council (PCC) Unitary Authority area through the Peterborough Home Services Delivery Care and Repair Team (C&R). The adaptations will often be funded by Disabled Facility Grants approved by Peterborough City Council. However, the Level Access Shower schedule of works may be used for work that the Care & Repair Team manages which is funded privately, by charities, benevolent funds, by Adult Social Care or Children's Services. It may also form the basis for work which Peterborough Care & Repair may arrange on behalf of other local Councils. The minor aids and adaptations, which is predominantly of low value (under PS1,000), is funded from Adult Social Care Budgets The Authority intends for the Open Framework to last for the maximum possible term of 8 years, confirming to the provisions concerning reopening as set out in Section 49 of the Procurement Act 2023.
