## Summary

The contracting process, spearheaded by the Council of the Borough of Kirklees, concerns the development of a new building for Woodley School & College. It falls under the industry category of special school construction work, located in the UKE44 region. The procurement was conducted under the works main category, utilising a limited procurement method known as a call-off mini-competition via the PAGABO Major Works framework - Lot 2. As of 7th October 2025, the process reached the award stage, with Kier Construction Limited having been appointed as the contractor. Legal compliance is ensured under directive 32014L0024. The design and build are aligned with JCT Pre-Construction Services Agreement (PCSA) 2016, continuing through RIBA Stage 4 under a JCT Design and Build Contract 2016, with the contract value of £721,453.51.

This tender offers substantial opportunities for businesses experienced in the construction of Special Educational Needs and Disabilities (SEND) facilities, particularly those with expertise in Autism. Companies with a strong track record in adhering to or exceeding the BB104 guidelines, and demonstrating capabilities in delivering Net Zero Carbon schools, have a competitive edge. This project emphasises both interior and exterior design suitability, including tailored, secure outdoor environments for students, as well as efficient access and parking solutions. Engaging in such a project not only provides a substantial contract value but also offers businesses a chance to solidify their reputation in the niche market of educational infrastructure improvements.
