## Summary

Health Education and Improvement Wales (HEIW) has completed a procurement process for the provision of work-based learning qualification development, supporting education and training services across NHS Wales. This procurement process, conducted under an open procedure, establishes a framework agreement aimed at developing qualifications from Entry Level 1 to Level 8. Located in Cardiff, HEIW is the central purchasing body for this initiative. The award stage of the procurement has concluded, with VTCT being added to the framework on 5th May 2026. This framework will remain open to allow new providers to join annually, with forthcoming refresh dates set for 1st April 2027, requiring responses by 30th November 2026.

This framework agreement presents significant opportunities for both small and medium-sized enterprises (SMEs) and larger organisations specialising in education and training services, especially those focusing on higher and medical education. It offers a flexible approach to develop bespoke qualifications suited to evolving educational needs within the NHS in Wales. Businesses with expertise in work-based learning, capable of delivering training for small cohorts and those interested in contributing to the continuous professional development of healthcare professionals, are well-positioned to benefit from participation in this framework. The open nature of the framework facilitates continuous market entry and adjustment to meet the strategic needs of HEIW.

## Notice

Health Education and Improvement Wales (HEIW) has undertaken a strategic review of health professional education and training across NHS Wales. HEIW commissions both pre-registration and post-registration qualifications for the NHS Wales workforce. HEIW identified a requirement to procure a framework agreement for the provision of work based learning qualification development, including individual units/modules or qualifications at education levels from Entry Level 1 to Level 8. This is to notify that a new provider has been added to the framework agreement.

### Lot Information

Lot 1

Work based learning is valued for its flexibility, capability for small cohort numbers, cost-effectiveness, and strong focus on applied practical knowledge and skills. Work based learning qualifications are now recognised as a potential solution for post registration education and the opportunities for higher level post registration work based learning qualification development is ever growing. HEIW have identified the need to procure a framework agreement to provide flexibility for HEIW when commissioning work based learning qualification development. The Framework remains open throughout its lifetime to allow, on an annual basis, new entrants to the market (prospective Bidders) to seek appointment onto the Framework. The scope of the framework agreement will enable HEIW to commission work based learning qualification development. The qualification size will be variable and the education levels that will be captured in the framework agreement will be as follows: Entry level 1 Entry level 2 Entry level 3 Level 1 Level 2 Level 3 Level 4 Level 5 Level 6 Level 7 Level 8 Additional information: The procurement involves the establishment of a framework agreement with the successful bidders and there is no maximum number of successful bidders that will be appointed to the framework agreement.
