## Summary

Cornwall Council has awarded a contract for the transportation of bodies on behalf of the Coroner for Cornwall & The Isles of Scilly as part of an open tendering procedure. The procurement process, aimed at efficiently facilitating body transportation within Cornwall, to Devon, or even nationally, concluded with several lots being awarded, each representing different community network areas. This contract is crucial for enabling coroner investigations into sudden, unexpected, or unnatural deaths reported under The Coroner’s & Justice Act 2009. This process was initiated via competitive tender to ensure the selection of competent service providers, with contract periods starting on 1st April 2026, running initially for four years, with potential extensions reaching up to eight years in total.

This tender presents robust growth opportunities for businesses involved in transport services, particularly those with expertise in special-purpose road passenger transport and cadaver transport and storage. Given the contract's division into multiple geographical lots, it offers SMEs and other transport specialists a chance to engage with public sector work in a highly regulated area. The criteria emphasising quality, price, and social value, along with the consideration for social enterprises (VCSEs), means that businesses focusing on socially-responsible operations may have an enhanced chance of selection, contributing to local economic growth and service efficiency.

## Notice

The Coroner for Cornwall & the Isles of Scilly is required to arrange the removal of bodies from the place of death to a designated mortuary or body holding facility in order to allow the investigation into any sudden, unexpected or unnatural deaths reported to them under The Coroner's & Justice Act 2009. Cornwall's Senior Coroner manages the strategy for body transportation. The Police Control Centre or (occasionally) a Coroner's Officer will instruct a service provider for collections from scene to a mortuary. Cornwall Council, the responsible body, uses a competitive tender process to appoint these service providers, ensuring efficient transport of bodies within the county, to Devon, or even nationally, as needed. The Council commissions this statutory service and the current contract is due to expire on 31/03/26. A new tender process has been completed.
