## Summary

Dumfries and Galloway Council has initiated a procurement process for the "Housing First Flexible Support Service," aimed at delivering high-quality, consistent support to individuals provided with permanent tenancies in Dumfries and Galloway, specifically focused on the Lower Nithsdale and Annandale areas. The contract falls under the services category, specifically social work and related services, and utilises an open procurement method. This tender is currently in the award stage, with an active contract valued at £1,282,050 GBP signed on 12th January 2026. The procurement process supports the Housing First Programme's objective to combat repeat homelessness among people with complex needs by using a relationship-based, trauma-informed and person-led support model.

This tender presents significant opportunities for businesses specialising in social work and community support services within the UK, particularly those experienced in trauma-informed care and collaborative service delivery. The awarded provider, Turning Point Scotland Services Ltd, exemplifies the type of organisation suitable for such contracts, having demonstrated capability to meet high-quality standards, with a focus on tailored, patient-driven care approaches. Companies registered with the Care Inspectorate and whose staff hold SSSC registrations are well-placed to succeed, provided they can demonstrate financial stability and technical qualifications. The open procurement process offers equal opportunity for businesses across the EU, with five bids received electronically. This contract also allows for two optional extensions under the council's discretion to continue service delivery beyond 2029, promoting sustained business growth and community impact.

## Notice

Housing First Flexible Support Service is to provide high-quality, housing first support to individuals who have been provided with a permanent tenancy through the Housing First Programme within designated areas of Dumfries and Galloway. This will predominately be within the Lower Nithsdale and Annandale areas of the Region initially. The aim is to reduce repeat homelessness for a small number of people who have multiple complex needs and struggle to maintain temporary or permanent accommodation.

### Lot Information

Lot 1

The support model will be relationship based, unconditional and 'portable' and crucially, person-led not system led to deliver what people need. The support service will use a trauma informed approach and caseworkers will need to work with a small number of people who access the service to provide a proactive support service based on individual needs. The recommended ratio of support worker to person using the service is 1:7. The awarded provider will be responsible for the day-to-day operations of the Housing First Service and must work cooperatively and collaboratively with the housing providers, Housing Options and Homeless Service and other key partners to provide a holistic service to those accessing support. The service must adhere to the seven key principles of Housing First: - People have the right to a home; - Flexible support is provided for as long as an individual needs it; - Housing and support are separated; - Individuals have a choice and control; - An active engagement approach is used; - The service is based on people's strengths, goals and aspirations; and - A harm reduction approach is adopted.

Renewal: There are two optional extension periods within the Contract which will be awarded at the sole discretion of Dumfries and Galloway Council. The extensions will be for 12 months each.
