## Notice

The London Borough of Barnet (the "Council") is seeking to engage with the market in preparation for the procurement of Level 3 Oracle Cloud Fusion Support Services for its Oracle Cloud Fusion environment. This engagement is part of the Council's strategic transition to a new support partner following the conclusion of its current post-implementation support contract. The Council is issuing this notice in accordance with Sections 16 and 17 of the Procurement Act 2023 to invite potential providers to participate in early market engagement activities. Please note: this is not a call for competition. Scope of the Requirement The Council is seeking a highly capable support partner with demonstrable experience supporting UK Local Authorities to provide Level 3 support across the following Oracle Cloud components: *Oracle SaaS (Fusion Applications): Finance, Procurement, Human Capital Management (HCM), Payroll, Time & Labour (OTL), iExpenses, and Enterprise Performance Management (EPM) *Oracle Integration Cloud (OIC) and Platform as a Service (PaaS) *Oracle Cloud Infrastructure (OCI) and Oracle Database *Custom integrations and reporting (OTBI, BI Publisher, SmartView, ADFDI) The successful partner will be expected to: *Resolve complex technical and functional issues escalated from the Council's internal support team *Manage quarterly patching and environment refreshes *Provide strategic input into change governance and roadmap development *Deliver continuous improvement and value-added services, including automation and innovation *Support knowledge transfer and internal capability building A Market Engagement Event will be held on: Thursday 23 October 2025 Time: 11:30-12:30 Virtual (MS Teams) This session will provide an overview of the Council's Oracle Cloud environment, support model, and procurement timeline.
