## Summary

The Department for Business & Trade has completed a direct award procurement contract with Post Office Ltd for the provision of document disclosure services under the Capture Redress Scheme. This scheme addresses financial redress for postmasters affected by issues associated with the Capture software, used between 1992 and 2000. The buyer, based in London at the Old Admiralty Building, finalised the contract on 5th December 2025. The process is classified under 'Miscellaneous business and business-related services', with a total contract value of £5,387,238 inclusive of VAT. The contract is set to run until 28th October 2030, contingent upon the processing of all valid claims potentially spanning a period of up to 5 years. This contract marks the award stage of the procurement process, following a completed tender phase.

This procurement offers a unique opportunity for businesses involved in data management and disclosure services, particularly those with capabilities in handling complex historical data and facilitating large-scale redress schemes. The direct award method signifies exclusivity based on Post Office Ltd's singular capacity to supply the necessary claimant information, due to intellectual property and exclusive rights management. Organisations with robust systems for data sharing and integration would be well-suited, though this specific contract pivots on the information monopoly of Post Office Ltd. Future opportunities for expansion in this space may arise, leveraging technological advancements and expertise in managing sensitive information dissemination and claims processing frameworks.
