## Summary

The West Yorkshire Combined Authority is currently in the tender stage for a significant procurement opportunity titled "Accessibility Design Reference Group". This process is focused on the services industry, specifically under the category of community, social, and personal services, and seeks to engage an independent organisation to manage an Accessibility Design Reference Group (ADRG). The project aims to tackle transportation access barriers across West Yorkshire by utilising the lived experiences of individuals facing disabilities and other accessibility challenges. The tender is set under the open procedure, supporting electronic submissions in English, with the deadline for submissions scheduled for 21 May 2026. The contract, valued at £420,000, is anticipated to run from 13 August 2026 to 13 August 2029, with an optional extension available, facilitating extensive engagement over a potential four-year period.

This procurement opportunity presents substantial growth potential for businesses specialising in community and social services, as well as those adept at facilitating inclusive environments. Ideal candidates are organisations with experience in disability advocacy, transport consultancy, or community outreach. The contract enables a close partnership with the Combined Authority, which would allow businesses to establish themselves as key players in regional transport initiatives, strengthening their portfolio in accessibility and public sector projects. Additionally, the clear emphasis on quality over price (70% versus 30%) suggests that organisations with innovative proposals and proven expertise in managing diverse stakeholder groups are particularly well-suited for competitive advantage.

## Notice

The Combined Authority is looking to award a three-year contract to an independent organisation to recruit, manage and facilitate a new Accessibility Design Reference Group (ADRG). The ADRG membership will consist of individuals with lived experience of disabilities, long-term health conditions, including both physical and non-physical impairments, and other accessibility barriers. In addition, soft quota of other relevant personal characteristics is to be agreed with the supplier upon inception, including for example a wide geographical spread, sex and ethnicity. The group's primary purpose is to leverage the lived experience of members to constructively give views on barriers to accessing transport across all modes and act as scheme design reference support. By doing so, members will help identify and remove barriers to transport across West Yorkshire, helping to make our network work for everyone. Whilst there may not be a consensus on how barriers can be addressed, engaging with ADRG members will help us to consider multiple perspectives when developing proposals.
