## Summary

The Medicines and Healthcare products Regulatory Agency (MHRA), a central government public authority based in London, has concluded the procurement process for the development of an Animal Management Database. This contract was awarded to Scionics Computer Innovation, a large-scale IT software development company located in Germany. The procurement was carried out through an open procedure, actively covered by GPA regulations, and aimed to establish a system that reinforces real-time tracking and reporting while ensuring compliance with the Animals (Scientific Procedures) Act 1986 (ASPA). The contract, valued at approximately £289,600, includes provisions for renewal and will initially run from 6 March 2026 to 22 February 2029. The award marks the transition from the planning phase, initiated on 13 October 2025, followed by tender submission closing on 12 December 2025, to final contract activation on 9 March 2026.

This project presents a significant business growth opportunity for companies specialising in IT services and software development, particularly those able to deliver secure and robust digital infrastructures capable of handling high-frequency data and sensitive information. The procurement catered to businesses possessing the technical capacity to support operational workflows and uphold high regulatory standards. SMEs had a competitive presence with one finalist in the bidding process, indicating opportunity for smaller firms equipped to meet such demands. Businesses in IT services capable of building advanced digital records and compliance systems are well-suited to partner with government agencies on similar projects, driving innovation and quality improvements in public sector operations.

## Notice

The Agency is seeking to establish a working solution that supports the development of an Animal Management Database--a strategic investment for the MHRA. This system will enable real-time electronic record-keeping and reporting to strengthen compliance with ASPA, streamline operational workflows, and uphold high standards of animal welfare through integrated digital infrastructure and competency tracking. MHRA seeks a partner to deliver a comprehensive solution that meets both immediate and long-term needs for animal facility management. The new system must support secure data capture, real-time tracking, and reporting across multiple sites, while ensuring compliance with Home Office licensing and audit standards. It should accommodate both high-frequency operational data, such as daily health checks and procedure logs, as well as long-term archival records, including historical logs, training certifications, and compliance documentation. Handling of sensitive data must be robust, with appropriate access controls and retention policies in place.
