## Summary

The Environment Agency has concluded the procurement process for its "Professional Off Road 4x4 Driver and On/Off Road Trailer Towing" training programme. This contract, structured into three lots, aims to train approximately 2,000 EA staff, equipping them to handle specialist vehicles and trailers as per departmental policies and legislative requirements, including the Health & Safety at Work Act 1974, The Road Traffic Act 1988, and The Highway Code. Located in London, United Kingdom, the agency has utilised an open procedure method to ensure transparency and competitiveness. The awards for Lots 1 and 2 have been made to Peter Smythe Transport Training Limited, a large-scale supplier who will provide training under active contracts from 30 January 2026 to 29 January 2029 with potential extensions until 29 January 2031. Lot 3 has been awarded to Pertemps Recruitment Partnership Limited, also a large-scale supplier. All contracts were signed on 29 January 2026 for substantial amounts in GBP, demonstrating the agency's commitment to enhancing staff capabilities in operational settings.

This tender offers substantial prospects for business growth, particularly for companies specialising in education and training services. By securing contracts with public authorities like the Environment Agency, businesses can gain significant exposure and opportunities to expand their services. Companies equipped with resources for off-road vehicle training and trailer towing instruction are best suited to compete for such procurement opportunities. Additionally, small to medium enterprises (SMEs) and organisations catering to voluntary, community, and social enterprises (VSCE) are encouraged to leverage these opportunities, as the procurement process supports the inclusion of varied business scales to promote diversity and sustainability in service delivery. This tender underscores the key economic benefits achievable through these public sector engagements, aligning business objectives with governmental operational needs.

## Notice

The training is required to meet EA departmental driving policies and legislative requirements including Health & Safety at Work Act 1974 (HSAW), The Road Traffic Act 1988, and The Highway Code. This contract will deliver training for circa 2,000 EA staff that in their operational delivery capacity require additional 4x4 driver and trailer towing training. Either because they are assessed as being high risk or they use specialist vehicles and/or tow trailers in their role. EA employees use our fleet of 4x4 vehicles and trailers to gain access to remote locations and to move equipment, materials, or livestock to locations where they carry out their work.
