## Summary

The Environment Agency, acting as the buying organisation, has initiated an open tender process for the 'Supply of Multiparameter Oceanographic Water Quality Instruments – Lots 1 & 2'. This falls under the industry category of instrumentation and control equipment and is primarily aimed at enhancing the Agency's capacity for marine and estuarine water quality monitoring. The procurement process is managed by the Department of Environment, Food and Rural Affairs (DEFRA) in London, UK. Key dates include the enquiry period ending on 24th October 2025, the tender submission deadline on 10th November 2025, and the awarding of the contract expected by 19th December 2025. The procurement is in the tender stage, and the estimated contract value is £500,000 with a gross amount of £600,000. The contract types include both purchase and hire options, split into two lots. The contract is set to commence on 1st January 2026 and can last up to five years with optional extensions.

This tender offers substantial opportunities for businesses specialising in oceanographic instruments, particularly those well-versed in quality and cost-effective solutions. Small and medium-sized enterprises (SMEs) have been identified as suitable candidates owing to the suitability criteria outlined. Businesses capable of supplying long-lasting, low-maintenance multi-parameter instruments will benefit from the potential to become a sole supplier for one of the lots, ensuring a consistent revenue stream and the opportunity to contribute to vital statutory monitoring and environmental management initiatives. The procurement process invites submissions through an open and competitive bidding method, evaluated on a cost-quality basis, favouring both technical and economic proficiency.

## Notice

The Authority requires a new Public Contract (stand-alone public contract with Ordering Schedule) for the supply of multi-parameter instruments to equip the Environment Agency with the best evidence gathering instruments available. Future equipment should require minimal maintenance, have a long working life and help create cost savings in future years. With this in mind, we require a Public Contract for the supply of hand-deployable multi-parameter instruments for marine and estuarine water quality monitoring. The instruments will be used for statutory monitoring, (including spot sampling), European Union Directive and Environment Management investigations. Equipment will be deployed from coastal survey vessels and rigid hulled inflated boats. This specification provides full detail of what is expected in terms of the goods / services supplied under this Public Contract.
