## Summary

The London Borough of Merton is conducting a Preliminary Market Engagement (PME) exercise as part of their procurement process for a Development/Investment Partner aimed at redeveloping two significant sites in Morden Town Centre: the Abbotsbury Triangle and the Civic Centre. This programme, currently in the planning stage, plans to include over 1,300 mixed-tenure homes, a new Civic Centre, improved retail spaces, and enhancements to the public realm. Interested parties must submit their Request to Participate in PME by 22 October 2025. The anticipated procurement will span the construction and real estate services sectors, with an approximate value of £800 million. This substantial initiative is aimed at enabling the creation of sustainable housing and infrastructure, and the contract period is scheduled to commence on 3 May 2027, concluding by 2 May 2037.

This tender presents notable opportunities for businesses specialising in construction and real estate services, particularly those with the experience and capability to manage large-scale developments. By participating in the PME, companies can gain insights into the Council's requirements and contribute feedback on commercial arrangements, land assembly, and funding strategies. Engaging with this project not only allows for potential collaboration with a public authority but also offers businesses the chance to contribute to a significant urban development project in South-West London. This involvement can bolster a company’s portfolio, enhance its market presence, and create pathways for growth within the public procurement domain.
