## Notice

Monmouthshire County Council & Gwent Police Region, acting as the Lead Authority, intends to establish a multi authority Framework Agreement for the provision of General Building Maintenance, Electrical Maintenance, and associated refurbishment works across 6 Lots. Each Lot will have up to five (5) ranked suppliers per lot each of which will be eligible to receive Call-Off Contracts via both Direct Award and Mini-Competition during the lifetime of the Framework. The maximum permitted value of any individual Call-Off Contract awarded under this Framework is PS300,000 (exclusive of VAT). The Framework will support a collaborative arrangement between the following public sector bodies: * Monmouthshire County Council & Gwent Police Region * Torfaen County Borough Council * Blaenau Gwent County Borough Council The Framework will enable these Authorities to procure a wide range of reactive, planned, and preventative maintenance services across their non-domestic property portfolios, which typically include offices, schools, public buildings, community facilities, depots, and specialist estate assets.

The scope of works includes routine reactive repairs, planned maintenance, and minor to intermediate refurbishment projects, alongside specialist works such as glazing replacement, fire compartmentation, and structural alterations. Services also encompass a range of building trades, including joinery, carpentry, plastering, roofing, masonry, demolition, and making good. All works must be delivered in full compliance with relevant construction, health and safety, and environmental legislation.

The Lot is for electrical works for Monmouthshire County Council. The scope of works includes reactive and planned electrical maintenance, together with the repair, replacement and installation of electrical fixtures, fittings and wiring. All services must be delivered by suitably qualified and competent operatives and in full compliance with relevant legislation.

This is a second market engagement notice related to ocds-h6vhtk-05cc1a to invite interested supplier to engagement events for the framework opportunity. 
The Sessions will be as follows:
Monday 10th November 2025 from 10am to 12:30pm – for the Vale of Glamorgan. This will be a face to face event being held in the Civic Offices, Holton Road, Barry, CF634RU. This session will provide an overview of anticipated works pipeline and scopes of work for the Vale of Glamorgan geographical lots. 
Wednesday 12th November 2025 from 9.30am to 11.30am – for Monmouth, Torfaen and Blaenau. This will be a Teams event (an invite will be issued prior to the event). This session will provide an overview of anticipated works pipeline and scopes of work for Monmouth, Torfaen and Blaenau Councils geographical lots
Thursday 13th November 2025 from 8am to 1030am – for Cardiff Council. This will be a face to face event being held in the Flying Start Conference Centre, Eastmoors Road, Cardiff, CF24 5RR. This session will provide an overview anticipated works pipeline and scopes of work for Cardiff Council geographical lots.
The sessions will include further details of the lotting structures, and information around Social Value, evaluation criteria and professional requirements to help you in your bid preparation. We will make any slides and additional information from these sessions available should you not be able to attend.
