## Summary

Shropshire Council is initiating a procurement process titled "CQNV 1400 - SEND and AP Change Programme Professionals," focused on improving support for children and young people with special educational needs and disabilities (SEND). This initiative, under the planning stage, is part of a broader effort led by the Department for Education and involves collaboration with other councils in the West Midlands. The procurement category is services, specifically special education services, delivered mostly within the United Kingdom's West Midlands region (UKG22). Key dates include the pre-market engagement span starting from 15th October 2025, leading to the closure on 28th October 2025, followed by the formal publication of the Invitation to Quote via the Local Authorities Procurement Portal. The project is fully grant-funded by the Department for Education. Interested parties should contact Shropshire Council through the specified email for initial informal discussions.

This tender presents a growth opportunity for professionals versed in areas like speech and language therapy, occupational therapy, supporting neurodiversity, and those with SpLD expertise. Businesses and self-employed individuals who can deliver high-quality training and resources for schools, maintaining Shropshire Council’s vision for SEND and Inclusion, will find this an advantageous proposition. Engagement will be on a self-employed basis, with work conducted online, within council locations, and in schools, reflecting flexibility in execution. Participants will need to provide their own equipment and bear their own operational costs, allowing businesses with appropriate expertise to expand their educational offerings strategically within the region. This procurement method focuses on collaboration between contracted professionals and Shropshire Council’s teams, providing a platform to enhance inclusive mainstream practice while leveraging existing support networks from the Council, Schools, and NHS Services.
