## Summary

The Department for Transport, located in London, undertook a procurement process titled "Safer Roads Fund Preparatory Work" in the industry category of administrative services. This contract, aligned with the legal basis 2023/54 UKPGA, aimed to facilitate road safety enhancements by employing the iRAP system. The procurement was executed through a direct award to the Road Safety Foundation, given their exclusive ownership and expertise with the necessary technology. This tender concluded at the award and contract stage with a status of complete, covering the period from 29th September 2025 to 28th February 2026, with a contract value of £59,107, exclusive of VAT.

This tender offers substantial opportunities for businesses with prior experience in road safety assessments and the necessary technical proficiency. While the Road Safety Foundation was uniquely positioned as the supplier due to their ownership of the iRAP system and previous engagements with similar projects, companies involved in developing innovative road safety solutions may find opportunities in future tenders within this sector. Collaborations with central government departments like the Department for Transport can be particularly beneficial for large-scale enterprises specialising in safety technology and service provision.

## Notice

The SRF budget for this financial year has been allocated but the Local Authorities cannot be invited to submit their applications without a Safer Roads Investment Plan (SRIP) which contains a detailed video survey and analysis of the selected routes. In order to do this, we require the use of the iRAP (International Road Assessment Programme) system that The Road Safety Foundation (RSF) own. Our research has acknowledged that they are the only supplier that is able to provide the technical expertise needed to support the SRF work due to the iRAP system they hold. A case for direct award The RSF are able to pick the work intended for this project as they have completed work for this project previously and have the knowledge and equipment needed to action this. Onboarding a new contractor will take time including a formal commission with clarification questions, and contract set-up, they also will not own the iRAP systems that are needed to deliver the work needed within the Safer Roads requirements. We require findings relatively quickly so that they can feed into our wider pilot evaluation.
