## Summary

Dundee and Angus College has successfully awarded a contract for the procurement of a Heavy Duty Electric Vehicle Training Rig. This initiative is part of the college's effort to equip its educational sector with the necessary tools to train individuals in zero-carbon skills, specifically in relation to electric vehicles, as a response to Scotland's policy to eliminate new internal combustion engine heavy-duty vehicles by 2035. The contract, valued at £240,000, was awarded on 22nd December 2025 to Block Automotive Ltd. The procurement process was conducted using a limited method due to the absence of competition for technical reasons, as the college identified only one supplier capable of satisfying the technical requirements. The delivery of the equipment is scheduled for January 2026 at the Kingsway Campus, Dundee.

This procurement provides a significant opportunity for businesses involved in electric vehicle technology and training solutions, particularly those capable of offering specialised equipment that supports practical, hands-on education. Given the emerging nature of this technology and the technical specificity required, businesses that can provide unique, high-quality electric vehicle training equipment will find this an attractive avenue for growth. The contract's focus on specialist vehicles aligns with businesses skilled in the production and servicing of electric heavy goods vehicles, thus encouraging innovation and sectoral expansion within the UK and beyond.

## Notice

Transport accounts for 36% of Scotland's emissions. With clear policy signals including Scottish Government publishing their intention to remove the need for new ICE (internal combustion engine) Heavy Duty Vehicles (HDVs) by 2035. The College require those who teach skills to have these new and emerging skills themselves. As well as providing the necessary skills to industry, the college sector requires training equipment to effectively demonstrate and teach zero carbon skills. The procurement of additional training equipment in the form of training rigs with real life componentry would provide students with real life experience rather than simulation. ESP are looking to procure two electric vehicle (EV) commercial trainers, reserving the right to order a third, to assist with the delivery of IMI international level 4 fault diagnosis, testing and repair of heavy electric qualification INT/HVEV4. The EV trainers will be classified as heavy goods vehicles (HGV; 4250kg gross vehicle weight). As an emerging technology, colleges don't have access to the EV HDV equipment required to build the workforce and therefore require specialist training equipment. This project is for a commercial EV training rig made from real-life componentry and suitable for HGVs. The College needs to take delivery of the equipment in January 2026 and is aware of only one supplier that can meet the requirement.
