## Summary

Oxfordshire County Council has successfully concluded a contract procurement process for a Data Management Service (DMS), aimed at enhancing the secure extraction, processing, and reporting of clinical data for key public health services such as the NHS Health Check Programme and Long-Acting Reversible Contraception services. The procurement utilised an open procedure, under the Health and Social Care Act 2012 and was finalised on 30 December 2025. The service is categorised under IT and health services, with the procurement taking into account stringent quality and price criteria. The contract was awarded to AT MEDICS LIMITED, starting from 1 April 2026, lasting for an initial term of four years, and potentially extending an additional two years. The service will be delivered within the UKJ14 region, and it includes robust software maintenance, data coordination, and high-quality reporting capabilities to support health equity audits.

This contract creates a significant opportunity for businesses in the IT and health sectors to contribute to and benefit from public health service advancements. Companies specialising in data management, health IT consulting, and software development are particularly well-suited to engage in similar public tenders, which require comprehensive service coordination and reporting capabilities. This contract underscores the necessity for businesses to offer innovative, scalable software solutions that respond to the statutory needs of public authorities, while enabling growth and maintaining high service quality and cost-effectiveness. Additionally, the priority given to SMEs in the final stage bids reveals promising potential for smaller enterprises to compete in such high-value opportunities.

## Notice

Oxfordshire County Council is inviting suitably qualified providers to submit tenders for the delivery of a Data Management Service (DMS) to support the secure and anonymised extraction, processing, and reporting of clinical data from two key public health services delivered by GP practices: the NHS Health Check Programme and Long-Acting Reversible Contraception (LARC) services. The appointed provider will support the Council in meeting its statutory obligations under the Health and Social Care Act 2012 and associated regulations, enabling robust and timely reporting against national Public Health Outcomes Framework indicators and local strategic priorities. The scope of the service includes provision and maintenance of administration software, coordination of data extractions from clinical systems, quality assurance processes, and the generation of detailed reports and dashboards. These outputs will inform contract management, statutory reporting, and health equity audits, underpinning the Council's commitment to reducing health inequalities. The contract is anticipated to be signed on 1 March 2026, with a go-live date of 1 July 2026. The initial contract term will be four years, with the option to extend for a further 24 months, subject to performance and strategic need.
