## Summary

Durham County Council, a sub-central government authority in the United Kingdom, recently completed a procurement process for Specialist Residential and Nursing Home Placements, entitled under the main category of health and social work services. This direct award procurement, conducted under the light touch regime, emphasises user choice, allowing service users or their carers to select their preferred providers. The contracts were awarded to ensure that the specific preferences of individuals were met, within the framework provided by the legal basis UKPGA 2023/54. The procurement process reached the contract award stage as of 20 October 2025, covering multiple placements intended to cater to individual service user needs until at least 31 March 2026, with potential extensions until 31 March 2030 if required.

This tender presents notable opportunities for businesses capable of providing health and social work services, particularly those specialising in residential and nursing care tailored to individual needs. Providers that can offer personalised care solutions and have the capacity to adjust services based on user feedback will find this tender appealing. Given the direct award procurement method focused on user choice, businesses with a strong reputation for customer satisfaction and flexible service provisions are well-positioned to compete in this sector. The procurement approach allows for a more direct engagement with users, potentially opening doors for niche service providers to enter or expand within the local market of the UKC14 region.
