## Summary

The public procurement process being conducted by the Police and Crime Commissioner for Derbyshire is currently in the planning stage, with the aim to develop a Crime Solvability Matrix to support crime allocation decision-making and improve investigative outcomes. The procurement initiative falls under the industry category of software package and information systems, and it is categorized as a service procurement with relevance to goods as well. The location of this procurement activity is Derbyshire, United Kingdom. A notable milestone in this process is the scheduled market engagement due by 21 November 2025. The procurement method being employed is via a Request for Information to inform the creation of a business case, with a future notice date anticipated on 30 January 2026.

This tender offers significant opportunities for businesses specialising in software programming and consultancy services. Companies capable of delivering systems that leverage evidence-based solvability factors aligning with victim-centred and suspect-focused approaches stand to benefit from this engagement. The procurement is suitable for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), promoting inclusivity in its vendor selection. Businesses with innovative solutions in crime allocation frameworks or systems designed to enhance the victim and suspect management processes will be well-positioned to compete in this market exploration and subsequent formal procurement phase, anticipated to commence post-business case approval.

## Notice

Derbyshire Constabulary is currently exploring opportunities to support crime allocation decision making, improve the quality of investigations and positive outcome rates for victims. The force is interested in engaging with the market in terms of what suppliers are able to offer the force in terms of a framework or a system which supports crime allocation decision making using evidence-based solvability factors, victim, suspect and public interest factors which align to the Op Soteria principles of being victim centred, suspect focussed and context led. Derbyshire Constabulary are now assessing available options so that a business case can be created to move the procurement forwards. To inform the business case, we are reaching out with this Request for Information [RFI] to the market to carry out a full review of existing Crime Solvability matrix providers. If the business case is approved, a compliant procurement route will be taken at the point of purchase.
